Panel Discussion on Tenure and Promotion February 20 3:00-5:00 pm EDUC 307

Once again the AAUP will host a panel presentation on the tenure and promotion process at UMKC featuring panelists from a variety of units.

The AAUP is calling an emergency meeting of its members (and any other interested faculty or other parties) to discuss formulating a coordinated response to the pension & furlough proposals that President Forsee is going to put before the Board of Curators today and Friday. The meeting will take place today (Thursday, February 05, 2009) at 5:00 pm in the Mag Conference Room, 2nd floor of the Bloch School, 5110 Cherry St.

The following is the letter that resulted from that meeting:

To: University of Missouri Board of Curators
From: Roger Alan Pick, President, UMKC Chapter of American Association of University Professors
Date: 5 February 2009
Subject:Please table proposals on agenda for Friday

The membership of the UMKC Chapter of AAUP urges the Board of Curators to table proposals concerning the University of Missouri retirement plan and concerning the delegation of authority to University of Missouri President for employee furloughs.

  • To this date, there has not been a collegial, transparent communication to the four campus's faculty and staff communities concerning the financial projections that necessitate these proposals. It appears that the decision is being rushed without adequately explaining why, and without faculty and staff input.
  • In order to obtain faculty and staff support of these proposals, we need to see the specific projected numbers and rationales for why they are being proposed.
  • There are many questions being raised because of these proposals that have not been fully answered. Examples include
    • What other alternatives for improving the fiscal health of the UM system were considered?
    • Were other options considered before choosing the option to require employee contributions to the pension plan, and why was this option chosen?
    • Are other measures, besides employee contributions, being taken to contribute positively to the financial health of the fund? For example, what costs are associated with managing the pension fund?
    • Does this proposal mean UM will not contribute as much of the employer share to the pension as they have in the past?
    • Were there discussions about how faculty salaries at UM are lower than at peer institutions that require an employee contribution, and how this change might affect recruitment and retention of faculty?
    • Were there any discussions about whether the contribution requirement is a temporary measure?
    • Why does President Foresee need to have the authority to declare furloughs without going to the Board of Curators? Will these furloughs take into account the priorities of each campus's mission as well as the priorities of the state of Missouri?
  • The UM Benefits and Retirement Committee held discussions of money-saving options, but these were considered as hypothetical options because there was no indication from the President of the amount of money that needed to be saved. It was the feeling of one of the UMKC representatives to the committee that the sentiment of the committee was that forced contributions to the retirement plan was the least desirable option.

We request that in the spirit of shared academic governance, there be open meetings on each campus with faculty and staff to discuss these issues before any decisions are made.

The following is the response we received to that letter:

Dear Mr. Pick:

Thank you for taking time to write. Your message has been received by the Curators.

Sincerely,

Kathleen M. Miller
Secretary of the Board of Curators

UMKC AAUP chapter resolution, passed November 12, 2004, supporting votes of no confidence in Chancellor Gilliland and her administration

"Whereas Chancellor Gilliland and her administration have consistently pursued a policy of aggression against the faculty of UMKC, circumventing legitimate faculty governance bodies and targeting one academic unit after another;

And whereas the faculty of these units have individually and separately resisted administration assaults on the integrity of the institution;

And whereas the Gilliland administration continues its policy of attempting to fracture and dismember the university;

And whereas the Gilliland administration has created a culture of distrust and intimidation which has led to a loss of academic freedom;

Therefore the members of the UMKC Chapter of the American Association of University Professors present at the November 12, 2004 meeting support the resolution of the College of Arts and Sciences to declare no confidence in Chancellor Gilliland and her administration, and to urge other Schools and units on the UMKC campus to follow suit."
